U.S. average regular gasoline and diesel prices fall slightly (12/27/2019)

The U.S. average regular gasoline retail price fell less than 1 cent from the previous week to $2.53 per gallon on December 23, 21 cents higher than the same time last year. The West Coast price declined by nearly 5 cents to $3.23 per gallon, the Rocky Mountain price fell 4 cents to $2.69 per gallon, and the Gulf Coast price fell by more than 1 cent to $2.22 per gallon. Midwest propane supplies are tight heading into peak winter demand months (12/18/2019)

Propane inventories in the Midwest totaled 20 million barrels as of December 13, or 4.7 million barrels (19%) below the previous five-year (2014-18) average. Lower-than-average propane inventories were driven by both higher consumption and lower supply. A late and wet corn harvest in the Midwest resulted in increased agricultural propane demand, while supply of propane was lower because of disruptions to rail shipments from Canada. With pipeline development, U.S. crude oil pipeline fill has increased by more than 60% since 2011 (12/11/2019)

Crude oil held in pipelines (pipeline fill) in the United States grew from 75 million barrels in March 2011, the earliest data available, to nearly 124 million barrels in September 2019, a 64% increase, according to the U.S. Energy Information Administration’s (EIA) Working and Net Available Shell Storage Capacity report (Figure 1). The increase is due to the significant expansion of the U.S. crude oil pipeline system over that period. Almost 97% of the 48 million barrel increase in crude oil pipeline fill, which includes some volumes of crude oil in transit via water and rail, occurred in the Gulf Coast (Petroleum Administration for Defense District, or PADD, 3) and the Midwest (PADD 2). ... The Stages Of A Scam

1. Foundation Work: This is the preparations which are made before the scam is put in motion, including the elaboration of the plan, the employment of assistants and so forth.

2. Approach: Is the manner of getting in touch with the scammers victim — often most elaborately and carefully prepared.

3. Build Up: Rousing and sustaining the interest of the victim, rousing his emotions, showing him the chance of profit and filling him so full of anticipation and cupidity that his judgment is warped and his caution thrown away.

4. Pay-off or Convincer: An actual or apparent paying of money by the conspirators to convince the victim and settle doubts by a cash demonstration.

5. The Hurrah: This is like the dénouement in a play and no scam or con scheme is complete without it. It is a sudden crisis or unexpected development by which the victim is pushed over the last doubt or obstacle and forced to act. Once the hurrah is sprung the victim is clay in the scammer's hands or there is no game.

6. The In-and-In: This is the point in a scam act where the conspirator may put some of his money into the deal with that of the victim; first, to remove the last doubt that may tarry in the gull's mind.
